Let the number of voters be x

Then, votes polled = (100 —10)% of x = 90% of x

Valid votes = (100 – 10) % of (90% of x) = 90% of (90% of x)

54% of [90% of (90% of x)] – 46% of [90% of (90% of x)] = 1620

=> 8% of [90% of (90% of x)] = 1620

=> $\frac{8}{100}\times \frac{90}{100}\times \frac{90}{100}$$\times$ = 1620

x= $\frac{1620\times 100\times 100\times 100}{8\times 90\times 90}$ = 25,000
